Built to survive the gap between rounds. The Scorecards
run every two years, and every dataset below is republished before it is
next needed — so none of them is pinned to a download URL. Each is
declared by its landing page and re-discovered on demand, and every
download records where it came from, when, and a checksum.
Newest is not automatically right. Reproducing CE UK's
published answers needs the release they marked on; marking a
new round needs the current one. Getting this wrong is not a rounding
difference — using the wrong quarter of EV charger data moves
hundreds of councils across a threshold. Each dataset records the
marking release, and it is found by measurement rather than assumed.
